Offline docs: remove the topic IDs from URLs

It would look much nicer and easier to guess URLs if the topic number was striped from the URL.

This has been done for every file except maas-documentation-25.html. That filename was agreed with UI team as the link from MAAS. If you think that should change, please have a conversation with Adam and Kit and let me know.
