re-add 'clean-unsupported' command to meph2-util

Bug Description

revno 301 of maas-images caused regression in that the 'meph2-util' command will no longer run on jerff. The failure was due to the added dependency on python3-simplestreams. Jerff did not have that, and we'd like to avoid putting it there.

I'm going to revert that commit in maas-images, and modify the tox test to show the failure.

We can add the support for this mirror back in later.
I'm also attaching a workaround that does make the old code work, but I'd at least request some justification for the new code.

Closing as not relevant to current version of meph2, which adds support information to MAAS images in place of removal of image history.
