network setup failed with small subnet

Bug Description

Doing setup within a customer environment. We have been given a very small subnet:

172.29.160.96/27

and during setup via maniacs-setup, this was what happened when setting up the subnets and dhcp:

* Initializing rack controller

However, once logged into the MAAS UI, none of those ranges had been set up, and DHCP was not active. I had to manually configure them in the UI and then activate DHCP.
