Have maniacs-setup configure MAAS server to use local PPA mirror

Bug Description

Currently, maniacs-setup will configure the MAAS server to tell nodes to use its local APT mirror, if it's available, for the main archive; but not the local PPA mirror, which is also set up in the mirror code. This can work fine if there's good Internet connectivity, but if the point of the local mirror is to do fully offline work, using the local PPA mirror will be necessary. Thus, maniacs-setup should set this up, too.

As a bonus, an option to use PPA mirrors from a non-Canonical site would be helpful. For instance, I maintain an APT/PPA mirror on a system that's not my MAAS server. I can easily tell maniacs-setup to have MAAS use my local APT mirror is easy, but maniacs-setup still sets MAAS up to use Canonical's PPA site, not my local mirror.

Is this still an issue, or was this resolved by updates to MAAS or Maniacs-setup? I seem to recall htis is resolved using the same method for configuring local archive mirrors by listing them in MAAS?
