Provide a better "status" option to the certification-nat systemd startup target

Bug Description

Currently, as documented in the latest MANIACS (to be submitted soon), checking the NAT status on the MAAS server requires using "iptables -L" and verifying the contents of /proc/sys/net/ipv4/ip_forward. Now that we're using systemd for starting and stopping NAT, it would be logical to provide a "status" target that does these checks and reports the results in a user-friendly manner.

Is this still an issue, or was this resolved by updates to MAAS or Maniacs-setup?
