Changes to MAAS cloud images yield altered network device names and failed deployments

Bug Description

Because of recent (20 April, 2016) changes to cloud images used by MAAS, deployments using our custom preseed file are likely to result in inconsistent network device naming (eth? in /etc/network/interfaces, systemd-inspired names in /etc/udev/rules.d/70-persistent-net.rules) and therefore failed deployments.

This problem seems to affect deployments using standard MAAS images, but NOT our custom point-release images.
