Preseeds need updating: MAAS 1.9 assigns IP addresses statically

According to https://maas.ubuntu.com/docs/changelog.html, MAAS 1.9 and later assigns IP addresses statically. Our preseed, though, continues to assign them statically, which can result in changing IP addresses and addresses that don't match what's shown on the MAAS summary page for the node.

See also bug #1562226. It looks like MAAS is still using DHCP for custom images. It may be best to try to mimic what MAAS does in its standard deployments in our preseed.

Probably a good idea, I don't think we really care if the IP is assigned statically or dynamically, just so that they are assigned and the corresponding device can talk to the iperf server.

This issue is rendered moot by our shift to standard MAAS images.
