Bug Description
MAAS 1.9 enables three storage models -- LVM, bcache, and "flat." The last of these is more-or-less required for certification testing, but is no longer the default. (It had been the only option in MAAS 1.8.) Thus, maas-cert-server should set the "flat" storage model as the default when MAAS 1.9 is in use.
