maniacs-setup script fails on Wiley with "Missing /etc/maas/maas_cluster.conf; exiting!" message

Bug Description

I tried a test installation of Wiley and MAAS 1.9, and maniacs-setup fails with:

Missing /etc/maas/maas_cluster.conf; exiting!

The fault is in the setup_global() function, which sources /etc/maas/maas_cluster.conf to import the value of the CLUSTER_UUID variable; but MAAS 1.9 seems to have moved this to /etc/maas/clusterd.conf, which has a different format. I recall hearing of a command to extract this value from MAAS without pulling it from a configuration file, but I don't recall the command offhand. The maniacs-setup script should be updated to use another method to retrieve the CLUSTER_UUID value.
