maniacs-setup --update-point-releases doesn't work if "admin" MAAS login credential doesn't exist

Bug Description

The "admin" credential is created by the script when doing a full setup, so the bug hits only if you try running it for image updates after doing a manual install (or possibly if it's run as a user other than the one who did the initial setup).
