Bug Description

Currently doing a `pip install lxml` in a `python:3.8` docker container results in a (slow) build from source, while on `python:3.7` it installs a wheel.

It would be nice to have wheels for Python 3.8 as well.

I uploaded wheels for Linux and Windows now. Couldn't build wheels for mac yet, will see about that later.

I don't have a Mac myself (nor do I want one), and I also don't have the time to play with the travis config to get it working for Py3.8. I'd welcome a PR.

Compilation worked for me on the mac after:
xcode-select --install
softwareupdate --install -a

lxml 4.4.3 and 4.5.0 have wheels for Py3.8 on Linux, Windows and MacOS now.
