Bug Description
At my work I need to be able to (programmatically) log each individual Python module in use and their respective versions for reproducibility.
Most Python packages expose a `__version__` attribute (at the root level), however, `lxml` only exposes this in `lxml.etree`.
I suggest that `lxml` exposes `__version__` as an attribute in `lxml/__init__.py`.
