No 64-bit Windows wheels for Python 2.7

Bug Description

On Pypi, there is a 32-bit Windows wheel for Python 2.7, but no 64-bit one. Only an EXE installer is provided for 64-bit Python 2.7. This makes "pip install lxml" fail on such installations.

Running "wheel convert" on the downloaded EXE installer generates a perfectly working wheel, which I've attached.

Please upload the missing wheel, to enable installing using pip regardless of Python's bitness.
