lxml.html.make_links_relative()?

Bug Description

Is there any interest in adding a `make_links_relative` method to lxml.html? This transformation is useful because it allows pages/sites to be remounted under different hosts and paths without breaking links. I would be happy to work on a pull request if there is interest.

Thanks for your consideration and for the great work on lxml.

I'm no longer working with this currently so may not have time to submit a pull request with my code after all. If I can (and nobody beats me to it) I will.
