[Fix] Reenable COMPAT_32BIT_TIME in raspi kernel. [Test Case] See above. [Where Problems Could Occur] Disabling COMPAT_32BIT_TIME in Noble raspi introduced a regression when running armhf binaries, so the fix is not expected to break anything (new).
