Add the ability to configure drivers installation (jockey replacement)

Bug Description

Jockey, the utility to install drivers on Ubuntu will be deprecated, and not available in 12.10.

In the short term, it should move to software-properties-gtk, which is used by LSC, so no impact. But in the future, it may move to Ubuntu software center, and will not be available on Lubuntu. It could be nice to have it in LSC.

The maintenance of the Lubuntu Software Center is now limited to critical bugfixes on Lubuntu 16.04 only. It has been removed from the archive and does not ship in Lubuntu 17.10 and on. Therefore, I am closing this bug as Won't Fix.
