Manual change to graphical runlevel unable to get the session bus

Bug Description
On Lubuntu 17.04, tested also on Live without any other changes, on three different machines.
repro:
Switch to runlevel 3 (text only) and then back to 5 (graphical), then login on the session.
"Unable to get connection to the message bus session"
Logout menu will not appear when clicked.
keyboard shortcuts (like ctrl-alt-T for Terminal) won't work.

I'm using lubuntu 18.04 and the problem described above is still present.
