empty programming menu in lxqt menu

Bug Description
After a fresh install of the lubuntu-next iso from In the menu for LXQt there is an empty entry for programming that shows up. This can make it difficult for users who navigate the menu with the keyboard if the hit the right arrow on programming it will still have programming selected but be in the empty menu and pressing up and down is nonresponsive.
I expect the menu items to be populated by at least one item if they show in the menu as I currently do not have any games installed and it does nto show up in the menu and same with education. lxqt-panel:

I expected only menu items with things on them to be displayed. Instead there was an empty programming menu.
