Bug Description

I m using lubuntu 17.10.
 /etc/update-manager/release-upgrades is set to lts
Executing the command sudo do-release-upgrade no release is avalaible even if i know there is 18.04.

If i set /etc/update-manager/release-upgrades is set to normal and then executes udo sudo-release-upgrade , it suggest correctly to upgrade to bionic version.

This is expected behavior, since now LTS->LTS isn't supported until after the first point release:
