LDM_PASSWORD_HASH=True doesn't work on Redhat

Bug Description

LDM assumes "no password" is ":!:" in /etc/shadow. Redhat uses ":!!:", Debian/Ubuntu uses ":!:".

Attached patch fixes this to work on both cases.

Another option for the patch is:
