SHUTDOWN_TIME not work when the terminals is logged

Bug Description

I want to be automatically excluded the terminals at a given time. I use SHUTDOWN_TIME in lts.conf.
It works, but only for terminals, where no one is logged.
Terminals of the logged user does not want to turn off automatically

Closing old LTSP bugs as they're no longer relevant after LTSP has been rewritten from scratch.
