ltsp-build-client did not set timezone correctly

Bug Description

Last Saturday I've upgrade our server to Ubuntu 16.04. After it booted successfully I deleted the old LTSP client and built a new one using ltsp-build-client. When booting the new clients I found that the clock was set to UTC, whereas the server uses Europe/Amsterdam.

It worked properly on Ubuntu 15.10. Unfortunately we already fixed this in the client chroot so I have to rebuild a new client to see what went wrong (might do this next weekend).

The server also had some trouble with postgresql and timezones, so it's possible it was a problem of my server and not LTSP specifically - I'll retry ltsp-build-client later.
