Bug Description
My organization requires a specific warning banner to be displayed before a user does any work. This patch enables this functionality.

Main thing here is that the menu script is rather specific.
I could almost see this sort of thing being implemented for all screen scripts, displayed on the console for text-only screen scripts, and displayed graphically for graphical screen scripts...
