Bug Description
[IMPACT]
* This issue is preventing to users to shutdown the thin client from their session.
[TESTCASE]
* Install a ltsp server
* Add "LOCAL_APPS=true" in lts.conf
* Boot a thin client and login, using the shutdown menu entry from system doesn't work.
