too low framerate when capturing with uvccapture

Bug Description
PROBLEM:
When capturing from webcam using uvccapture, the framerate displayed in the preview window is 1 fps.
Such a low framerate slows down the work too much, confusing the user ("is LSM capturing or not?")
CAUSE:
1 fps is the minimum fps allowed by uvccapture.
SOLUTION:
Hack uvccapture code to allow measuring time in milliseconds.
Patch by Herman Robak coming soon.
