main window too big for a netbook

Bug Description
My netbook has a screen only 1024x600. This is what my son wants to use for making his animations. The main window is too big for this, so we end up flipping down a screen to press the buttons that appear there.

checkout branch bug1252204 to see my fix for this. I had to change the layout of the tool panel a bit, and the preferences dialog's settings (once the edit button is pressed) on the Video Import and Video Export tabs are quite different to allow better use of the space.
