Problem info:

%z Replaced by the offset from UTC in the ISO 8601:2000 standard format, or by
no characters if no timezone is determinable; depending on the field tm_isdst
in tm structure.
But on the target machine it is detected incorrect processing of this
conversion pattern when tm_isdst is set to a positive number - no daylight
savings time offset is used.
