Bug Description

/tset/POSIX.os/files/ioctl/T.ioctl 3 failed
Message from the test:
Checks ioctl() for error value EINVAL
errno was set to 25, it is expected to be 22[EINVAL]

This particular failure is caused by the intentional change in recent kernels
where EINVAL was replaced with ENOTTY for ENOIOCTLCMD error handling.

I don't think this is going to be changed. LSB should be updated to reflect
this fact.
