RFE: appchk recognize best-effort binaries?

Bug Description
At the moment, any best-effort binary will be listed as non-conforming.
However, on a conforming system it's my understand that such a binary could
behaving a conforming manner, if there are no other problems it will pick up
the LSB linker anyway. Not sure if it's feasible, but it would be nice if
lsbappchk could detect a best-effort binary and include some information in the
report (may apply to app-checker too, not looked there).
