Bug Description

At the moment, any best-effort binary will be listed as non-conforming.
However, on a conforming system it's my understand that such a binary could
behaving a conforming manner, if there are no other problems it will pick up
the LSB linker anyway. Not sure if it's feasible, but it would be nice if
lsbappchk could detect a best-effort binary and include some information in the
report (may apply to app-checker too, not looked there).

Example output:

LSB Application Checker Report
==============================

Binary lsb_issymlink:
DEBUG: type = 2
  FAIL
  Incorrect program interpreter: /lib64/ld-linux-x86-64.so.2, expected:
/lib64/ld-lsb-x86-64.so.3
...
(lots more spewage, but no other actual errors, so this is essentially a
comforming app).
