Bug Description
Generated X11/ShellP.h header contains '#include <X11/VendorP.h>' directive in
the beginning. However, this inclusion leads to errors due to interdependencies
between VendorP.h and ShellP.h - the inclusion should be actually placed after
TransientShellPart declaration.
Interdependencies between these two headers are rather tricky and current
mkheader algorithm cannot resolve them correctly. We should either improve the
algorithm or move some declarations from one header to another (to simplify
dependency resolution; but such movements should be transparent for users who
include the headers).
