azov-qt3-tests no longer build with snapshot sdk

Bug Description
Now that LSB 5.0 has dropped Qt 3 support, it's not possible to build qt3-azov
automatically using the snapshot SDK. This will be an issue for stable
updates.
We need to do two things here:
- Buildbot needs a concept of "obsolete" projects, that we don't build from
devel anymore.
- The test suite itself should be built with LSBCC_LSBVERSION set
appropriately.
The latter fix should probably be applied to 4.1 and 4.0 tests.
