need transition plan and support for "unofficial" bzr trees

Bug Description
In the past, there's been an area called "unofficial" which allows developers
to share LSB branches which are not ready for integration into production yet.
These may be experimental work on an existing branch, an experimental new
branch, or possibly some other purpose.
Support for these branches apparently is no longer possible in the form it
existed. Need some new plan for this. Should developers be asked to share
from their own servers (in some cases this may be problematic if they only have
infrastructure which is not accessible, or if employer policy does not allow
such sharing on company equipment).
Also, something should happen with the existing unofficial branches - some can
certainly be tossed, some should be put somewhere else.
