RFE: provide src rpms in repos

Bug Description
I can't find a bug for this although I thought one existed.
To add source rpms, a parallel directory to the arch directories is made,
called "SRPMS",
and createrepo is run in it. The old builder was arranged to have only one
arch upload
srpms, x86_64, presumably we want something similar.
this would simplify our instructions for getting source, on a yum-using distro
the
instructions become, for example:
yumdownloader --source lsb-test-core
