Bug Description

This is opened again cmdchk, but it's only one example. Had a user on IRC last
night who couldn't install *any* of our packages that have unowned directories.
Apparently this is an option in rpm:

That most distros must disable, as I haven't really run into this in my
testing.

At any rate, any package that has directories not explicitly called out with a
%dir entry, becomes uninstallable on such a system, with output like this:

rpm -i
'/var/opt/lsb/test/manager/packages/ftp.linuxfoundation.org/pub/lsb/test_suites/released-4.0/binary/runtime/lsb-cmdchk-4.0.0-2.x86_64.rpm'
error: Failed dependencies:
/opt/lsb/doc/lsb-cmdchk is needed by lsb-cmdchk-4.0.0-2.x86_64
