Bug Description
Currently, binaries built with the best-effort flag will fail appchk, because
the dynamic linker is wrong. We should fix that.
We need:
- spec verbiage allowing best-effort
- some way to detect best-effort in appchk
- some way to flag best-effort in lsbcc
