lsbappchk 4.1.3-1 regression: ignores symbols from LSB_SHAREDLIBPATH

Bug Description
lsbappchk 4.1.3-1 seems to have a regression from the version provided by the
4.1.2-1 tarballs. When compiling with an LSB_SHAREDLIBPATH, lsbappchk no
longer seems to be able to pass executables which passed the tests performed by
the older version. Symbols are simply reported not to be a part of the LSB.
I have tested on Linux Mint Debian Edition (LMDE) on both AMD64 and x86
platforms.
