loadkeys executable and a default keyboard map file chosen by administrator must be available before /usr is mounted

Bug Description
When you boot into single user mode for rescue or other purposes you may not
have /usr available and if your keyboard is not the Linux default QWERTY, you
can't use it properly. I think loadkeys must be in /bin and a default keymap
file should be put in /etc or /lib. Thanks.
