Subdirs under /usr/bin and /usr/sbin

Bug Description
Why /sbin, /usr/bin and /usr/sbin doesn't say a word about sub directories?
The /bin section says subdirs are not allowed.
The 3 first are allowed? Or this fact was just omited/forgotten ?
I think /bin, /sbin, /usr/bin, /usr/sbin should not allow subdirs.
