UTF-8 should be used instead of US-ASCII, ISO-8859-*, et al.

Bug Description
Having multiple "well-accepted" encodings that are implicitly stated is sure to
lead to confusion. A better solution would be to have *all* languages in *all*
territories utilize UTF-8 to allow for improved interoperability (to say the
least). This appears to apply to both <file:/
