add curses commands to LSB 5.0

Bug Description
With LSB 5.0 libcurses now referencing X/Open Curses Issue 7, an area where we
do not conform is that specification now requires four supporting utilities:
infocmp
tic
tput
untic
three of those four are commonly provided with the ncurses package - the
exception being untic. The first three at least could be added to LSB.
