Bug Description
Tools which use the tetj toolkit such as libchk, appchk, cmdchk, etc. don't have
a scenario file, thus they don't have anywhere to get the number of tests
expected and write it to the journal file. In the scenario file, this is a 70
record (text), which neither the C nor Python tetj api know to write. Perhaps
this isn't needed, but for some tests, at least (e.g. libchk) the information is
being extracted from the database anyway, so it /could/ be made available
somewhere where the test can write it to the journal if we want to do that.
