Snapshot SDK fails to build lsb-build-qt3

Bug Description
With the drop of qt3, trying to build the whole sdk with a devel sdk installed
fails on the qt3 tools:

Not sure why this hasn't shown up before, I guess buildbot must always put back
the 4.1 sdk for the build? On s390x I had intentionally/
snapshot sdk.
I'm thinking we'll need to set LSBCC_LSBVERSION in at least that part of the
build to build/provide the qt3 bits. Probably better to do so in packaging
rather than buildbot, so others can build from source too.
