SDK build in buildbot builds too many things

Bug Description
The SDK is currently built from two sources: build_env (for lsbcc, headers,
libs, etc.) and packaging (for C++ and Qt). Each of these can change
independently of the other, and has its own policies with regards to
versioning, devel forks, etc. So they should be built as separate builds in
buildbot. But our current configuration builds them as one big step.
Right now, this is causing a problem with releasing the SDK, because the devel
packaging builds are displaying pre-5.0 version numbers. We can work around
this only by reverting the version numbers to 4.1, but this affects other
builds as well.
