lpsetup expects lp-lxc-ip to be in /usr/bin; setup.py install it in /usr/local/bin

Bug Description

The workaround for this is to symlink the installed file into /usr/bin.

lp-setup could maybe check to see if lp-lxc-ip exists before it tries to use it - the failure when it can't find it is a bit opaque (though that's also a bug in shelltoolbox since it's a File Not Found error but it doesn't tell you which file it was looking for).
