Bug Description

http://people.canonical.com/~doko/ftbfs-report/test-rebuild-20181222-bionic.html uses the same anchor name for the team ubuntu-server as it does the pacakgeset ubuntu-server, so one of the links at the top goes to the wrong place.

Suggestion: prefix with "packageset-" and "team-" and similar in all hyperlinks and anchors to fix this.
