Bug Description
When running bin/ec2 test (and bin/ec2 land, and probably others) the instigating machine performs a lot of set-up via SSH/SFTP. This is fairly slow and fragile, especially for people running on the far side or from behind a flaky government proxy.
It's probably possible to package up all of the test instance set-up into a cloudinit script. That would make the transition to headless mode very quick indeed, and would probably shorten the time from instance start to running tests.

I wonder if Launchpad's ec2 could be rewritten in terms of ensemble.
I'm not sure precisely how that overlaps with cloudinit.
