ec2 test input validation mixed between cmd_test.run and EC2TestRunner.__init__

Bug Description

The new ec2 test command has some input validation in the run method and some in EC2TestRunner.__init__. It would be good to consolidate this, possibly even in the Option objects as far as that is possible.
