Glancing at the HTML and applying guess work, I suspect this is the tree root.
Relatedly, there's a broken link on that page to see changes for "/". (Broken in that it displays the "I'm thinking" graphic and never gets any further). So I suspect loggerhead in general isn't very good at handling the root entry in inventories.
