In the file view, we should display README files if they're available

Bug Description

if the project has a README file in it's root, we should display it.

What about Markdown, reST, or HTML READMES? Github or one of those sites
displays them as HTML; it's very spiffy. :-)

And possibly safer? Isn't this exactly the same as 'provide raw content
the user has in their branch'?

Currently, we display files as HTML in th annotate view. We *could*
just do the same, as we're already escaping and such.
