Bug Description
Loggerhead should use bzrlib.urlutils functions to escape URLs in order to provide prettier URLs, which increase usability. One specific example of this is the unnecessary escaping of ~.
I have provided an implementation branch (linked to the bug) which implements this change. Note that in order to be fully effective, changes to bzrlib.urlutils are also required. A branch to address those issues has been pushed to the bzr project, which I have also linked to this bug.

bzrlib.urlutils in bzr.dev now avoids escaping ~.
